Pool barriers under the pool article need a fence at least 4 feet high with openings no larger than 4 inches and self-closing, self-latching gates; a summary in the zoning code says 6 feet. Those two conflict, so ask the city which applies.
Fences count as appurtenances in the Downtown Historic District overlay, and significant alterations there need a Certificate of Appropriateness. Contractors must register with the city and carry insurance naming it.
