Sugar Land is a Fort Bend County city southwest of Houston that grew out of 19th-century sugar plantations and the Imperial Sugar company town. We have photographed several of our own fence and gate installations here.
City and county rules
The City of Sugar Land runs fence permits through its Permits and Inspections office. A third-party summary of the city's development code says a building permit is required for any fence, that residential fences are capped at 8 feet in side and rear yards with front-yard limits that vary by zoning district, that wire fencing is not allowed in front or street-side yards, and that pool barriers must be at least 48 inches high. We could not open the city's own pages to confirm those figures, so treat them as unconfirmed and check with the city before you build.
Many Sugar Land neighborhoods also have an association with its own fence guidelines, which can be stricter than the city's. Ask your association before you choose a style or order materials.
