The City of Tomball Building Office handles permits. Its phone is 281-290-1402, and the city says the office is open 8 a.m. to 5 p.m. Monday through Thursday and 7:45 a.m. to 4 p.m. on Fridays. A third-party summary of Tomball's codes says fences 7 feet and lower do not need a permit, that unpermitted fences are capped at 7 feet, and that taller fences need one. We could not confirm that on the city's own site, so call the Building Office before you build.
Newer subdivisions around Tomball usually have an association with its own fence guidelines. Ask yours before you choose a style.
